Roadmap for elections in Libya in 18 months presented to the UN Security Council

Members of the Security Council welcomed the briefing by the Special Representative of the Secretary-General (SRSG) to Libya, Hana Tete, during which the Special Representative presented the roadmap for advancing a Libyan-led and owned political process.

The roadmap aims, inter alia, to end the transition period, progress towards agreement on unified institutions, the holding of free, fair, transparent and inclusive presidential and parliamentary elections, in accordance with Security Council resolution 2755 (2024), within a total timeframe of 18 months, while convening a structured dialogue with Libyan institutions and the Libyan people.

The Security Council called on Libyan institutions to engage fully, transparently and in good faith, without preconditions, and to make the necessary compromises to advance a Libyan-led and owned process, facilitated by the UN Support Mission in Libya (UNSMIL).

He reiterated their call on the international community to support this process. It also welcomed the re-launch of the International Monitoring Committee on Libya, also known as the “Berlin Process“, and encouraged its continued development. He also noted the importance of progress towards the integration of all institutions, including military and security institutions. He also called on the relevant institutions to take the necessary steps to complete financial arrangements and establish a single budget to ensure the stability of Libya’s financial system for the benefit of all Libyans.

Security Council members noted with concern the fragile security environment in Libya and stressed the importance of protecting security and stability throughout the country. They called on all Libyan parties to respect the 2020 ceasefire and refrain from any unilateral action that could jeopardize the fragile security situation and the safety of civilians.

They welcomed the recent completion of municipal elections in 34 Libyan municipalities, commended the Supreme National Electoral Commission for its efforts and noted the suspension of local elections in some municipalities. They also reiterated the importance of ensuring full, equal, meaningful and safe participation of women in the process.

Finally, they stressed the importance of urgent progress by all Libyan actors to achieve lasting peace, stability and security for the Libyan people. They also reaffirmed their respect for the sovereignty, independence, territorial integrity and national unity of Libya.
