Secretary General of the United Nations Antonio Guterres called on “all sides” to accept and implement the plan for Gaza presented by US President Donald Trump, his spokesman said in a statement.

“It is now critical that all sides commit to this agreement and its implementation,” he added, welcoming Donald Trump’s proposal and “the important role” played by Arab and Muslim countries to draft this plan.

Donald Trump’s plan to end the war in Gaza

The White House has released the US President’s “Comprehensive Plan to End the Conflict in Gaza”. The 20 points of the plan are as follows:

1. Gaza will be a de-radicalized, terrorism-free zone that poses no threat to its neighbors.

2. Gaza will be reconstructed for the benefit of the people of Gaza, who have suffered more than enough.

3. If both sides agree to this proposal, the war will end immediately. Israeli forces will withdraw to the agreed line to prepare for the release of the hostages. During this period, all military operations, including aerial and artillery bombardment, will be suspended and the battle lines will remain frozen until the conditions for a full phased withdrawal have been met.

4. Within 72 hours of Israel’s public acceptance of this agreement, all hostages, living and dead, will be returned.

5. Once all hostages have been released, Israel will release 250 lifelong prisoners plus 1,700 Gaza residents held after 7 October 2023, including all women and children held in this context. For every Israeli hostage whose remains are released, Israel will release the remains of 15 dead Gaza residents.

6. Once all hostages have been returned, Hamas members committed to peaceful coexistence and to the release of their weapons will receive amnesty. Hamas members wishing to leave Gaza will be provided safe passage to host countries.

7. Upon acceptance of this agreement, full assistance will be sent immediately to the Gaza Strip. At a minimum, the quantities of assistance will be consistent with those included in the 19 January 2025 agreement on humanitarian assistance, including the rehabilitation of infrastructure (water, electricity, sanitation), the rehabilitation of hospitals and bakeries, and the import of equipment necessary to remove rubble and open roads.

8. Distribution and delivery of aid to the Gaza Strip will proceed, without interference from either party, through the United Nations and its agencies, and the Red Crescent, as well as other international organizations not affiliated in any way with either party. The opening of the Rafah crossing in both directions will be subject to the same mechanism applicable under the agreement of 19 January 2025.

9. Gaza will be administered under the interim transitional governance of a technocratic, apolitical Palestinian committee responsible for the day-to-day running of public services and municipalities for the people of Gaza. This committee will be composed of qualified Palestinians and international experts, with oversight and supervision by a new international transitional body, the “Peace Council”, led and chaired by President Donald J. Trump, with other members and heads of state to be announced, including former Prime Minister Tony Blair. This body will set the framework and handle funding for Gaza reconstruction until the Palestinian Authority completes its reform program, as outlined in several proposals, including President Trump’s 2020 peace plan and the Saudi-French proposal, and can safely and effectively regain control of Gaza. This body will invoke the best international standards to create modern and effective governance that serves the people of Gaza and is conducive to attracting investment.

10. A Trump economic development plan to rebuild and revitalize Gaza will be created by convening a group of experts who have helped create some of the thriving modern wonder cities in the Middle East. Many thoughtful investment proposals and compelling development ideas have been put together by well-meaning international teams and will be considered to synthesize the security and governance frameworks to attract and facilitate these investments that will create jobs, opportunity and hope for a future Gaza.

11. A special economic zone will be established with tariffs and access rates to be negotiated with the participating countries.

12. No one will be forced to leave Gaza and those who wish to leave will be free to do so and free to return. We will encourage people to stay and offer them the opportunity to build a better Gaza.

13. Hamas and other factions agree to have no role in the governance of Gaza, directly, indirectly or in any form. All military, terrorist and offensive infrastructure, including tunnels and weapons production facilities, will be destroyed and will not be rebuilt. There will be a process of demilitarization of Gaza under the supervision of independent observers, which will include the permanent decommissioning of weapons through an agreed decommissioning process and supported by an internationally funded buy-back and reintegration programme, all verified by the independent observers. New Gaza will be fully committed to building a prosperous economy and peaceful coexistence with its neighbours.

14. Regional partners will provide a guarantee that Hamas and its factions will abide by their obligations and that New Gaza does not pose a threat to its neighbours or its people.

15. The United States will work with Arab and international partners to develop an interim International Stabilization Force (ISF) to be deployed immediately in Gaza. The ISF will train and provide support to vetted Palestinian police forces in Gaza and will consult with Jordan and Egypt, which have extensive experience in this area. This force will be the long-term internal security solution. The ISF will work with Israel and Egypt to help secure the border areas, together with the newly trained Palestinian police forces. It is critical to prevent ammunition from entering Gaza and to facilitate the rapid and safe flow of goods for the reconstruction and revitalisation of Gaza. A de-confliction mechanism will be agreed by the parties.

16. Israel will not occupy or annex Gaza. As the Israel Defense Forces (ISF) withdraws its forces based on standards, milestones and timelines linked to demilitarization to be agreed between the Israel Defense Forces (ISF), the ISF, the Guarantors and the United States, with the goal of a secure Gaza that no longer poses a threat to Israel, Egypt, or its citizens. In effect, the Israel Defense Forces will gradually hand over the Gaza territories held by the ISF, in accordance with an agreement with the interim authority, until they are fully withdrawn from Gaza, except for a presence on the security perimeter that will remain until Gaza is fully secure from any resurgent terrorist threat.

17. In the event that Hamas delays or rejects this proposal, the above, including the staggered assistance operation, will proceed in the terrorism-free areas handed over by the IDF to the IDF.

18. An interfaith dialogue process based on the values of tolerance and peaceful coexistence will be established to change the mindset and narratives of Palestinians and Israelis, emphasizing the benefits that can be derived from peace.

19. While the reconstruction of Gaza proceeds, and when the Palestinian Authority’s reform programme is faithfully implemented, the conditions may finally be created for a credible path to Palestinian self-determination and statehood, which we recognize as the aspiration of the Palestinian people.

20. The United States will establish a dialogue between Israel and the Palestinians to agree on a political horizon for peaceful and prosperous coexistence.
