Rubio: ‘The 20% of Donetsk still under Ukrainian control is an issue in negotiations’

“The current U.S. administration does not consider an approach based on unlimited, open-ended support for Kyiv to be realistic, the U.S. Secretary of State clarified”

The United States is working toward a resolution of the war in Ukraine and aims to help both sides bridge their differences, but the decision to end the hostilities ultimately lies with Ukraine and Russia, U.S. Secretary of State Marco Rubio said in an interview with Fox News.

“In the end, it’s their decision. If they choose not to end the war, then it will continue — but we will keep trying to bring it to a close,” Rubio stated.

According to the Secretary of State, the Trump administration is examining how the U.S. can help Kyiv and Moscow overcome their disagreements, conducting what he described as active diplomacy.

“To achieve this, we have to negotiate with both sides. There are some unreasonable people involved in this process who think we should only talk to Ukraine and not negotiate with Russia at all. But it’s impossible to end a war between Russia and Ukraine without negotiating with Moscow — and it’s equally necessary to take Kyiv’s position into account,” Rubio said.

Rubio also revealed that the key point of contention in the talks is the 20% of the Donetsk region that remains under Ukrainian control.

“What they are really disagreeing over right now is the 20% of Donetsk that Ukraine still holds. We are trying to understand — and I think we’ve made some progress — what the Ukrainians might accept and what future security guarantees they would find acceptable,” Rubio explained.

When asked about continued U.S. support for Ukraine, he emphasized that the current administration does not believe an approach based on unlimited, open-ended aid is feasible.

“Some people think our policy should be to keep providing Ukraine with unlimited funding for as long as this war lasts. That’s unrealistic — it’s not going to happen,” he said.
