The Hellenic Competition Commission maps the food market

The goal of these investigations is to strengthen and enrich the dialogue with all public and private stakeholders on Greece’s competition policy. They may also lead to proposals for new regulatory interventions, according to the Competition Commission

The Competition Commission announced the launch of a comprehensive mapping of competition conditions across the entire food value chain.

This new investigation follows earlier probes into individual food products (such as milk, yogurt, and feta) and specific links in the food value chain (such as animal feed and veterinary pharmaceuticals). These sectoral investigations were completed in October 2025 and have already been published. The goal is to capture a complete picture of competition in the entire agri-food sector.

The Competition Commission will analyze competition conditions in the agri-food industry at every stage of the value chain. This includes agricultural production, food processing, and food retail.

The issue remains highly relevant due to the rise in food prices and fluctuations in food inflation in recent years. According to the announcement, mapping and analyzing competition across the supply chain helps identify distortions that may result from limited competition, as well as deeper structural problems in the Greek economy.

According to the Commission, trends in food prices may not be determined solely by market competition. This makes it necessary to evaluate the role of wider economic factors. For this reason, the investigation will use multiple indicators that capture market structure and performance, static and dynamic aspects, and data at both business and sectoral level.

Sector mappings and market studies are an important analytical tool for the Competition Commission. They help identify and assess potential issues within a sector, independently of merger control procedures or investigations into anti-competitive behavior (such as collusion or abuse of dominant position) that violate Law 3959/2011 and Articles 101 and 102 of the Treaty on the Functioning of the European Union.

The purpose of conducting and publishing these studies is to enhance and broaden dialogue with all public and private stakeholders involved in Greece’s competition policy. They may also lead to proposals for regulatory interventions.

The results of the investigation are expected to be released in the third quarter of 2026.
